my female monk likes reg old woven
my elonian female mesmer likes reg enchanters and rogue is pretty as well.
my ele (female of course) likes kurzick (except the boots---luxon is better), as well as the storm forged and stone forged (now that there are insignias---)
my necro (female) likes reg kurzick armor...need a good dye for it---
my rit has been wearing the kurzick armor for sometime (female)--no need for the elite stuff--not enough of a difference imo
my female warrior is happy with reg gladiator.
and my ranger (female) has a cross of tyrian and luxon for her reg set of armor.

QFT, Sacred armor on a monk is very slick. It does so well, and is easily my favorite non-15k armor in the game, regardless of class.

Female Necromancer's Krytan and Tyrian armor. I wear both of these... so what if they're 1.5k, they look amazing
Female Ranger's 1.5k Kurzick.
Female Ele 15k Geomancer's... my favorite ele set, ever, hands down.

I'd have to go with Elite Saintly on a female monk.
Just looks nice IMO.
Would have to be dyed black though, simply because I dont like the graininess of the design on any other colour. Its still there with black, but its abolished basically.

I don't know about most underrated, but I'll list a few 1k sets which I think look quite nice compared to many 15k versions.
- Warrior wyvern armor. This set dyes really well, and in my opinion (at least the female version) looks better than the Dragon armor.
- Ranger 1K Luxon. I see the "bikini" top a lot more often than the 15k Luxon top.
- Necro 1k Fanatic. This set also dyes very vibrantly and looks a lot more striking than its 15k counterpart.

most rit armor is very nice in my opinion and doesn't get appreciated as much as goes for the style the mesmers have

Monk 15K Canthan.
The details on this armor are just amazing.
It makes the armor look expensive, although it's not.

I wear an ancient cuirass with tyrian gauntlets, elite gladiator greaves and leggings, and a sunspear helmet. Combine that with a tower shield and an elonian gladius and can you guess what I'm trying to looking like?
I hafta say, I come pretty close to the look of an ancient Roman legionary. Badass.

I always liked the frail shoulders look of female ascalon monk armor.
Actually, i think there should have been elite Ascalon, Shing Jae and Istani sets, because the basic versions often look great.

DRAGON!! ^^
also 1k Warrior Tyrian, the head piece is cool ^^
Obsidian Assassin is awsome.. the other... looks like it can stab yourself when you are running... >.> blades everywhere....wth.. imagine Assassin sneaking up into a house abt to assassinate (doh) a person, he/she is wearing vabbian.. *gonna turn to open a door* whoops blades stabbing the door, 10 mins later succeed taking it off. Now, *sneaking up near the bed* foot hit many many items on a floor making so many noise stabing a dog in process. Umm.. wait.. I cant continue this, and why did I write all these.. -_-; but you all get the view point ^^
Other is.. hmm.. Starter mesmer armor.. it's so cool ^^ looks noble and simple.. but no one use it ;_;
Thats all..

Tyrian, Krytan, and Ascalonian female mesmer armour. And Istani. These sets look great but are hardly seen in favour of 15k sets, like Rogue's.
Having said that though, generally speaking pants sets on female mesmers seem to (generally) be avoided. Either people go for a somewhat slutty stockings and shirt look, or they wear the dresses.
15k luxon can look FABULOUS on the right mesmer if you are dead set on wearing only elite armour sets.

I love the Ascalon armor on my monk. I've also noticed that people rarely use the 15k wanderers set, and I think it's gorgeous! The 1.5 luxon necro armor is really nice and pretty as well.
